Jammu and Kashmir Chief Electoral Officer Pramod Jain on Sunday conceded that the state electoral rolls were not '100 per cent accurate' as a result of mistakes in voter identity cards.
Addressing a press conference on the eve of the first phase of the assembly election commencing on Monday, he said the mistakes occurred due to voters who did not come forward to register themselves.
"But if not 100 per cent, we are accurate up to 95 per cent," he said.
There were 1.7 million voters in the state.
He said arrangements have been made for postal voters and detainees, adding foreign diplomats and NGOs would be witnessing the polls.
The first phase of the polls has 160 contestants with 77 from national parties. In the second phase, there are 263 candidates from seven national parties.
He described the run up to the election as free and fair wherein there was 'no intimidation and a level-playing field'.
