The police are in a fix over the case of 'ragging' of a Delhi boy in a hotel management institute as the student, who fled the institute and is staying with his parents in the Capital, has refused to co-operate with them in identifying the culprits.
Shailender Agarwal's mother had last week complained to the Goa police that he had been 'tortured' by his seniors - four boys and two girls.
Based on a complaint forwarded by the principal of the National Institute of Hotel Management and Catering, the state police filed a complaint under sections relating to assault, wrongful confinement, dishonouring a person and criminal intimidation.
"But it is impossible to make any headway unless the victim comes forward to identify them," says Superintendent of Police Davesh Srivastav.
According to Srivatstav, the Agarwal family is only interested in getting a refund on the fees (Rs 45,000) paid to the institute.
"The boy, we are told, is still in trauma," he added.
Meanwhile, the police have filed a complaint against five Delhi-based boys studying in the institute, based on an inquiry conducted by the principal.
They may be arrested if necessary, the police said.
