The commission also proposed to appoint "handpicked" officials to ensure free and fair elections in Jammu and Kashmir.
"Twenty handpicked senior civil servants with known capabilities, proven track record and dynamism are being deputed to the state from the coming week. Each district will have one observer and some larger districts will have two observers," Deputy Election Commissioner Sayan Chatterjee said in New Delhi.
Chatterjee said, "These measures would go a substantial way in bringing about a good election in the state."
He said that the observers would proceed to the state after a briefing session on Monday.
In the case of voters living elsewhere they would have the option to vote by post, he added.
Stating that political parties had represented to the commission that "clubbing" of the polling stations had put the electorates to inconvenience, he said it had been decided to open booths at 900 additional locations.
