The United States on Wednesday asked Islamabad "to do all it can" to end infiltration of terrorists into Kashmir.
"Pakistan should do all it can to achieve the objective of ending infiltration into Kashmir" by groups figuring in the US list of Foreign Terrorist Organisations, state department spokesman Phil Reeker said.
All disputes must be resolved through a dialogue between India, Pakistan and "all those involved", Reeker said.
Raising for the first time the question of international monitors, he said, "We do support efforts to reduce tensions. It is up to the parties to the dispute to agree to any use of international monitors to reduce tensions."
He said Secretary of State Colin Powell had spoken to British Foreign Secretary Jack Straw and other European leaders on the escalating tension between the South Asian neighbours.
"It is important for India and Pakistan to resume a productive dialogue over the issues that divide them, of course including Kashmir. That is what we continue to urge. We are working closely with the British and with other allies and interested parties in the international community," he said.
Reeker noted that Deputy Secretary of State Armitage would travel to the region in the near future.
Asked about the latest statement by Prime Minister Atal Bihari Vajpayee that the time had come for a "decisive fight" against terrorism, Reeker said the US had repeatedly expressed strong concern about the potential for conflict between the two countries and the danger of this spiralling out of control.
