The 12th South Asian Association for Regional Cooperation Summit in Islamabad achieved quite a few breakthroughs but was overshadowed by India and Pakistan's decision to hold a composite dialogue in February 2004. Prime Minister Mir Zafarullah Khan Jamali led his nation in celebrating the visit of his Indian counterpart Atal Bihari Vajpayee, at times giving the impression that the summit was just a ploy to get the latter to visit Pakistan.
