Suggestions:Sir, Why don't you make calculation of Personal Income Tax simpler (as in other countries like UK, US etc). People, very easily provide false rent receipts, false medical bills etc. It would be easier for both parties (assesses and IT Dept) if a flat rate of Tax is introduced for salaried people. I am suggesting this because, I have seen misuse of the provision given in case of HRA and Medical Bills. A special word of appreciation for your previous budgets - they were very growth oriented. Thanks, Ramesh

I also noticed stringent measures taken to collect IT from salried class which is also commendable. I have a suggestion. If it was possible to collect IT from countless individuals, ST from shops have been neglected. From what I have seen, almost all shops , all petrol bunks openly sell things without bills. Infact, some shops have two rates (with and without bills) This place could be easily looked into and more funds can be collected from this area. Thanking you Kannan

Suggestions:mr finance minister, i have a small suggestion that is probebly well known to you. today only 2 or 3 percent people are paying income tex out of this most are saleried people. if this structure can be broaden by making IT compulsory for all the earning citizen except daily wagers and may be some limit like 50000 at a rate of some thing like 5% for people up to 100000 and 10% above that. i feel that if this rate of intrest is less, lot of people will come forward to pay IT. i want to say that we can generate more money if you reduce the profit. i have seen a good example at my living place. this shop fellow sells at lowest prise with minimum profit but his no. of customers are so many that he earns more then what other earns and in very short time he become the best. thanking you for reading

Now I am sure you would agree that most of the tax paying citizens are (in numbers, not necessarily amount of Tax) are the salaried people. The 10% surcharge is in the wake of war okay. But you went on to make it 15% the next year instead of reducing it or abolishing it. Your arguement will be the increasing deficit of the budget. My only plea is to reduce government 'wasteful' expenditure, 'khayaki'(which everyone agrees to be part of system) and hence being able to reduce the surcharge. We hope like hell you won't increase it to 20%. Jignesh Shah

All the SSIs depend on the bigger corporate buyers, who are taking undue credit and boasting "prosperty". Decrease this credit period for these big industries. Secdonly, reduce all the subsidies. Do not come under pressure and do not eye elections. Your wrong step will push country further back. Remember, you are representing India and not a political party. Please inform, can we suggest you better for industry either in perosn or by e-mail and whether our suggestions have any value. Personal regards. -O.N. Suggestions:Pls provide export benefit viz:DEBP,80HHC etc for the Cashew Industry as it is going through very turbulent times. This is one of the oldest traditional industries which has earned a lot of foreign exchange for the country for time immemorial and this is an industry which is giving employment to women workers in Tamilnadu,Kerala and Karnataka. Also Cashew has to be given a plantation crop status immediately and present exporters who are into exclusive cashew processing who hold a minimum Export House status be given large tracts of waste land held by the Govt to develop cashew plantations. Only if this could be done India will be in a position to compete with Brazil and Vietnam and maintain its lead as the largest processor exporter and manufacturer of Cashew in the world. Pls consider and provide some relief to the Cashew exporting fraternity. Rgds/K.N Nair

THERE IS NO POINT IN SQUEEZING THE COMMON MAN AS IT BREEDS ILLEGAL PRACTICES AND BLACK MONEY. IT IS COMMON SENSE THAT AN INVIDUAL WITH FAMILY WOULD REQUIRE ATLEAST RS.10,000 PER MONTH(1.20 LAKHS P.A.)TO HAVE A REASONBLE LIVING,EDUCATION,MEDICAL ETC.SO WHY BURDEN HIM UNNECCESSARY? INSTEAD THE RICH AND THE NEO RICH CAN BE TAXED HEAVILY AS IT IS A DROP IN OCEAN FOR THEM.THEY WONT FEEL THE PINCH AND YOUR PURPOSE WILL BE SERVED. Industry surely will pay excise honestly if kept at this upper limit. With this revenue will increase and not decrease. It is now time to revolunise on higher duties to boost local industries.

Suggestions:Respected sir, I had once written this suggestion to the BJP address. Anyway, what i was proposing was put heavy fines on vehicular pollution. Those vehicles which do not ave an updated PUC certificate should be highly charged. With the number of vehicles of the road, this will be substantial amount After estimating the amount from reliable sources, you may also think about reducing the prices of certain necessary goods eg: petrol etc. You can also put fines for littering the roads. the only investment in this feild will be the installation of a few wastebaskets on roads. but the fine collected will go much higher. Hoping for a prompt reply and action, Rik

That way we pay for nation building, especially education and child welfare schemes. Let the uses of such funds be transparent. It is tough but results are in-evitable!!!

Suggestions:MISUSE OF CPO IMPORT!!!(CPO-Crude Palm Oil) We would like to bring to your notice certain facts for your information and necessary action. Some unscrupulous elements in the industry are manufacturing Vanaspati with 100%CPO with high melting point of 46 to 50 degrees centigrade which is highly illegal and is harmful for health of general public and is against . the PFA Act and ISI standards and is dangerous to life. These unscrupulous elements because of their deals creating unhealthy competition for genuine vanasapati manufacturers. 1.Large Scale Import of CPO under the garb of manufacturing vanaspati to avail concessional rate of duty and manipulation of records is taking place in big way.But actually the above CPO is being sold in the market .Some units are indulging in refining the above product and selling it as palmolien and RBD stearin(since import of palmolein and RBD Stearin is subjected to higher duty of 71.6%)All the above sales are being shown as sales of vanaspati to mislead the government. 2.Vanaspati is being manufactured using 100%CPO not adhearing to govt. regulation of using minimum 25% of local oil.Again just manipulating records to show consumption of local oils. For Example 1000 tonnes of CPO is being used to manufacture 1000 tonnes of vanaspati but to meet the govt. requirement of 25% of local oils bogus bills of 250 tonnes are being accounted and vanaspati production is being shown as 1250 tonnes which is highly irregular. Some unscrupulous elements in the industry are manufacturing Vanaspati with 100%CPO with high melting point of 46 to 50 degrees centigrade which is highly illegal and is harmful for health of general public and is against . the PFA Act and ISI standards and is dangerous to life. These unscrupulous elements because of their deals creating unhealthy competition for genuine vanasapati manufacturers In the above circumstances either import of CPO has to be very closely monitored by the govt. and the huge import of CPO should be investigated by an independent authority like enforcement authority or CBI and a fear be created in importers that any misuse of the above import could lead to drastic actions or else concessional rate of duty on import of CPO should be removed to stop the malpractise which are happening only because CPO is available at cheaper price because of concessional duty.

Suggestions:Suggestion on Personal Income Tax: 1) Background: India has less than 2-3% of the population paying I.T, Evasion of tax is not considered a shameful crime but people take pride in doing so. 2) Aim to Achieve : Make paying tax a honorable deed & beneficial. 3) Implement as follows: Like in USA and few other countries across the world : a) Keep a track of the amount of IT paid by an individual over his career span till retirement i.e say age 60 years. b) Give the individual benefit to say 10% of the tax paid while he was earning on retirement not in cash form but giving benefits on excess capacity in govt. services like Train /Airlines/ Electricity, Old Age Homes / Govt. Hospitals / Postal dept / Telecom dept etc.. c) Give a identity card ( 4 Different colors as per the IT rate of payment by the individual eg: 10%, 20%, 30% or more) to a person who pays taxes continuously for 5 years . He can use this card for priority services . example.: No queue for him or separate queue for Rly, Airlines, Hospitals, Movies, Bus stops .... etc). Make him a privileged tax paying citizen of the India who will earn more respect and priveleges than others who flout in big cars but take pride in not paying taxes and use this unpid tax (money) to pay bribes and nove forward. A reply or acknowledgement to this suggesstion will help me in thinking positive and send further suggestions in future to improve the system in our country. regards, Vinit Prabhu

Suggestions:Dear Sir, Globalization is very much appreciated, but the direct foreign investments are not towards the building of the core industry, the investments reaching the market is only in the feilds of consumer durables or cosmetics which have no positive affect on the growth of the economy, and when we are planning a GDP of 9%, the investments should be in the core industry and the agriculture sector and not into the sectors which doesn't cater to the basic requirements of the common man, so in this budget try to concentrate on agriculture and building infrastructure for IT industry and power sector, i feel that the increase of investments in power sector would be good for all the industries be it agriculture or heavy industries. so my earnest request is to increase investments/budget allotments to these sectors.

Suggestions:Union Budget should not dictate long term policy. Tinkering doesnt help. A steady course for 1,2,3,5 years amkes successful economic policy. My comments & recos 1. Fiscal deficit is painful. It is a reflection of Govt's inability to execute any policy initiative. Which means dont have a policy initiative that you cant implement. 2. Free economy is becoming Rich mans economy. The petroleum business is being run by Dhirubhai. Before U know it he will own all public sectors in the petroleum area. The knowledge based economy is for the benefit of the few and that too will collapse with the very slow infrastructure development. Social unrest is assured. 3. For all utilities and petroleum companies please order a public auction or a public issue where the public will get the largest share of the issue and these cos and the likes of Reliance etc. need to buy from common people from the market. At least the tax payers get an opportunity to make money on companies where their money is employed for so many years. If this is not done, mega corps will pick up stake in these cos for a song in league with the management of these PSUs. Govt. will be the loser. 4. The agro sector is shit shape. U will lose your elections because of what I saw this year in the agro sector, when I travelled accross the country. The loss of food products due to NO pick up by Central & state govts needs to be addressed. I think a web based product for Micro planning of agriculture needs govt funding. There is excess cotton, rice and wheat in all areas and No food in others. The poultry sector has excess birds and they are killng birds to maintain prices. SO over production in some and no production in some food products. If the govt. were to create a place of universal information via the web and create a machinery for creating true market makers for agro products, the so called Dalal who is now again all powerful will cease to exist. Low communication cost and full & easy telecom access will also help this sector. I could help in some way if you want. I have many more ideas that are implementable in short timetables and would show immediate results. Call if you wish on 91 22 445 7581 0r 9820192395. Do away with expensive schemes like India Millenium Deposits, Resurgent India Bonds, as these harm the economy in the long term (esp. when US economy is slowing and rates are going down). If not, then let SBI hedge in foreign markets. 4. Make Rupee fully convertible and let Indian residents hold foreign currency. 5.
