In the past few decades large number of people have moved to our urban areas thereby creating considerable strain on urban systems. In this context, the role of local bodies become very important. I want to suggest that tax concessions can be extended to municipal bonds so that the urban local bodies are able to approach the capital markets. Regards Malmarugan

The British Airways had the same model of disinvestment. Also as Software sector has been a consistent export growth the help that would be valuable to this sector would be tax concession in high speed Optic fibre cables connectivity. This would be beneficial to small scale software exporters who cannot afford rentals of Software Parks that have high speed lines. We need to remove all hurdles and insure the speedy implementation of all ongoing projects.

In other words we have no time to fight with them as we have to come back to resume our duties. & if we don't come back we loose our jobs & in India we will not get any alternative job just to feed ourselves. While I have been an NRI myself, the old adage "You can take an Indian out of India but you can't take India out of an Indian" is very apt. People leave the shores of India to earn more and lead a more comfortable lifestyle. It would be pertinent if the income tax structure on individual incomes is made more transparent and comfortable to the assessee. If and when the IT structure for individuals becomes more competitive and less of a "mandatory burden", we will see the day when Indian talents would love to remain on Indian soil. Conversely, we may find people of other nationalities vying with each other to eke out a living and a career in India ! Thank you With high regards Shyam Prasad

ALso you could raise the exemption limit to Ra.1 Lakh, and give individual exemptions of Rs 25,000/- each for the number of people in the household, as in USA. The housing loan repayment can be fully exempted, imagine the impact it will create! You can alos allow capital gains losses upto Rs.1lakh to be offset against the salary income, as in USA. One day, INDIA will be having surplus income like in USA. Yo can introduce a new tax for social security and medicare for old people, managed by LIC/GIC etal at 5% of total income, 100% exempted.

Suggestions:The boost to the capital market is a key initiative expected of the 2001 Budget. Besides that, the harried salaried class should get its due in terms of a higher standard deduction (by creating a separate category in "Individuals") and a different tax structure by way of an incentive for better compliance since this is the most tax adherent class in this country. The proposals to levy a filing fee on income tax returns and 10% service tax on a larger base covering a larger range of services should be implemented. Government expenditure should be reduced significantly so that the deficit stands pruned.

Suggestions:Spare the middle class people. We are the only people who have to struggle to maintain ourselves, pay taxes to maintain the poor of the nation and pay more to the corrupt people in power in one way or another- these rich people grow richer day by day. The rich never feel the pinch of any budget. The poor hardly know the difference between one budget and another. Only the working class middle class struggle to survive in India. There are only two options for them besides the grinding struggle. First - to return back to below poverty line and then hardly anything matters. Second - to try to make it to big league and there is only one way that is to be a crook in some way and make money. There will be a few cases filed and investigations but once you have the money you can buy yourself out. What has happened to the Harshads, Sukh Rams, etc.

Suggestions:Dear Sir, Its an opportunity for me to convey our requirement regarding the Budget 2001. With great anticipation, we awaited Budget 2000 wherein we got a real raw deal as far as income tax for the salaried class goes. At least this time this faithful category of employees get what they really deserve in these days of inflation an increase in taxable limits for the income. I suggest the income tax limit may please be raised from the present Rs. 60,000 to Rs. 1,25,000/- Regards

Suggestions:I think, this budget should focus more on the resource mobilisation so that we can go for a targetted investment plan. When PM and FM always talk about 7-9% growth rate of the economy, it's difficult to imagine without enough domestic savings for the required investment plan. If this budget aims with this understanding, then certainly there will be a bigger figure in the industrial growth which will certainly help in pushing up the GDP growth. Respectfully, Ibo

Suggestions: Introduction: Software engineers of India go round the world to do and get business. Prob: Many times they travel for durations more that 180 days an year. During these long visits, to the host country, they are paid there which attract host counties taxes on the income. Though India has signed a lot of double taxation avoidence agreements with many countries, it is very difficult for the tax payee to get or comply to the system needs of the individula counties tax relationship with India and to file tax returns in India. Even after using the professional consultants help in this regard is keeping many cases pending due to non clarity of the rules. like Tax residend ot non resident in the host country, etc. Request: It is requested that to make the tax procedure simple to the frequent long term travellers of India to help them maintain their tax accounts easly by giving simple and a single set of rules (indipendent of the host county) for the tax calculation.

Suggestions:We are manufacturer exporters for light engineering products. India has a great future in light engineering products due to are ability to produce good quality. But a lot of times we loose out to countries like China because it is not possible for us to get Raw material at international prices. Not everything can be imported directly by us because of quantity constraints.I suggest private bonded ware houses be promoted all small sized importers like us can contribute in their establishment like stock and gaurantee. 2)some how reduce the interference of the revenue staff like excise and sales tax for exporters.Every shipment of ours gets delayed by a week because at first the excise people clear it 2 days process thjen the customs clear it 3 days process. Just imagine the turnover loss. Also they require favours from us regularily and eye us as cheats., because they feel we don't contribute in revenue. 3)remove CST and state border controls. We are one country and the revenue officials behave as if we don't belong any where. 4)Trust the business class. Please make laws for those who follow law and not for those who break laws.Because the ones who break law do it any ways.Belive me it is very simple. The whole system is for sale at he lower level. This way at least the honest will be able to do hassle free business and every one will follow.right now we can live by example.

Suggestions:Dear Sir, I have some humble suggestions to make relating to NRI taxation: 1. At present returning Indians are allowed to keep the money out of country and the income earned will not be taxable on earning assets until they are holding the status of RNOR. The available alternative to retruning Indian is only to deposit money in RFC account with very low interest rate or put in FCNR for a maximum period of 3 years. i would request you the following: Maximum deposit period be increased from 3 to 7 years or atleast 5 years so that returning indians would park their savings in FCNR and would keep the fund in country . They will also be exempt from tax liability for the period of deposit. IT act should claearly specify under section 10 that such deposits are fully exempt to RNOR for a period of 5/7 years . I hope you would give your kind consideration to this opinion. We ae proud to have knowledgeable and efficient FM to head such an important portfolio. With best regards Sanjay Kumar

Suggestions:Sir, I am aware that you function under extreme duress because of the fact that your party does not command absolute majority in the Lok Sabha and you have to appease the multitude of partners you carry and address their greed. This may be preventing you from executing your plans in totality. However you may consider implementing the following either this year or even later. 1. You could look at taxing the land holding farmers. You will get crores of them. Anyone who buys a tractor could be a target. Any farmer who has a house in the cities could be a target. 2. You need to address the problem of benami ownership. There are lots of people who own properties in other people’s names. If the ‘benami’owner cannot show proof of his purchase then one could confiscate the property. That way a lot of politicians will stop buying property in other people’s names. 3. You should look at reducing taxes on motor vehicles. That way more people will buy cars and scooters and indirect accruals will definitely be more than direct accruals by way of duties. 4. States should be supported by the center in only a few areas like education and healthcare. Revenue generation should be the job of the states. Defence, Foreign Policy, and such areas should rest with the center. I dont quite know if some of the above are already being implemented, but however if they are not then consider doing so.

Suggestions:Among many honest I.Tax payers, the guaranteed payers are salaried class, speciaaly those whose tax is deducted at source. Can the authority think to nab those areas where income is subjective and depends on personnel revailence. The I.Tax structure should be such that salaried group is given more exemption and emphasis is given to trace the actual income from non-salaried group and to deduct the tax at source from these groups too. This will enhance the national income through one of the tax collection items. Further, I would suggest that the money recovered from various agencies or black money found through various criminal cases, should be first deposited to Govt. treasury pending the cases.

In other words, every citizen will pay atleast 5% of income as tax either after receipt or they shall receive their income only after tax. By doing this, we can put an end to the so called tax planning by the accounting experts. Though the sugesstion is for Individuals, this can also be introduced for Corporates. Thank you for giving an opportunity. R Ramachanderan
