Suggestions:In the previous budget, the Finance Minister was kind enough to give a rebate upto Rs. 5,000 for women. In the same tone I bring to the kind attention of the Honourable Minister, the plight of Widows in this country. Most of the Widows in this country live on the final settlement (like PF and gratuity) of their deceased husband. They normally invest them in some deposits and make a living out of it and also bring up their fatherless children. Most of these investments are not covered under section 80L. They are also not entitled for standard deduction or HRA rebate. It would be a very good welfare effort if a special rebate is given to Widows (who are not re-married). Hope this suggestion is considered favourably. With warm regards T N Anantha Krishnan

Suggestions:There are two suggestions/comments from my side. Both of them are related to Income Tax. 1) In most of the countries there is some social security provided to there citizens. In India we do not have any thing of that sort. Today I am earning a handsome salary and paying a good amount of Income tax, but if tomorrow because of some disability I am out of my job, then govenment should take care of me in return of the tax I paid to the government. Otherwise its like I am paying income tax, but I am getting nothing in return. 2) In India it is clearly evident that most of the Income Tax is paid by salried class. Most of the business man either do not pay tax or a very little amount of tax. The Income tax department should have more resources so that each and every person whom so ever is trying to hide income shall be caught. I think Income tax dept needs a revolutionary change.

Suggestions:Dear Sir, I am physically handicapped person and my left leg is affected by polio and I walk with crutches. I request you to look at below requests which helps people like us. 1. Income Tax exemption of Rs 40,000/- from taxable income per anum is not sufficient. Already we are suffering from god's disguise so taxes will be additional burden on us. So we request either to exempt totally or increase the exemption limit much higher. You can also set some criteria for the same such as minimum acuteness should be more than 35%. 2. We are paying heavy sale tax and duties on automobile vehicles such as car and scooters. So there should be exemption of such taxes and duties for physically handicapped persons. Suggestions:Dear Sir, I know you are a very busy man, under pressure from many pulls and pushes, and with lots of things on your mind. I doubt if this is of any worth. I doubt whether it will even get to you and you'll consider it worthwhile. Most probably, it'll be a hassled probationer at the MoF who'll sift through this and relegate it to the dustbin. Nevertheless, here are some naive suggestions in good faith: Identify all paan-cigarette wallahs in this God-forsaken land, and make them cough up Rs 250 per annum. You can also hike duty on cigarettes and IMFL by another 10-15%. Plus how about a 1% Token Nation Builder Tax on the output of all farmers cultivating more than 2 acres of land?...with a promise that it will rise to 2% only 2005, not earlier. Utilise the proceeds to build/upgrade at least 15,000 km of national roadways which will last for at least five years...and provide safe drinking water via tankers to people in perenially drought -ridden districts. If there are some funds still remaining, kindly institute a 5000 scholarships for truly deserving, but under-privileged. I know identifying such tax-payers/beneficiaries is a mammoth, controversy ridden task but that is where your good offices have a role to play. Kindly ensure that there is no leakage in the collection and disbursement of the proceeds. Regards.

Suggestions:Dear Mr Sinha, It is indeed a pleasure to write to you and I'm very hopeful that my suggesstions will be accepted as they relate not to reduction of taxes or any concessions but to creating an atmosphere of compliance to taxes by all. For a very long time I've had this feeling that there is something wrong in the way Income Tax is projected to people in general. The very fact that we call it "Tax-Net' says it all. People are being 'forced' to fill in their returns rather tahn being motivated. I am suggesting a fundamentally different aproach and a few ideas which may help Govt achieve its targets asnd also the tax payers wil be happy and proud. In our country there are a number of essential services that are controlled and provided by the govt. Telephones, electricity, Ration Cards, Passports and many others. Mostly a tax payer and a non-tax payer are treated the same way at all these offices. Infact if my telephone stops working I 'take care' of the linesman in exactly the same way as a non tax payer does. I stand in the same queue for ration card or passport etc.... Is there a way by which the govt can give priority to tax -payers in all the services and ensure that tax payers get thier serices without any hassles of standing in queues, going to govt offices time and again etc.. Today a tax-payer may be happy that he is clean but you can add joy to that happiness by providing these few services on a perceptible priority to the honest taxpayer. The whole idea being that the taxpeyer should see that he gets benefit by being a tax payer and does not feel that he pays tax and the others enjoy the benefits. Regards, Raju Taneja

Kindly reduce the tax burden imposed on the common man so that he can pay his tax loyally. Also try to reduce the inequality in your budget. All mutinationals should be compelled to employ people of indian origin with all the facilities like housing, transport etc. Try to abolish Contract system from many organisations and take steps to give a permanant jobs to such employees for example in ICICI. City bank, Standard Chartered bank, Anz , Honkong bank follows Contract system. Dont give any incentives to the Domestic firms which does not make profits, pays for telephone bills, electricity bills, income tax for first 3 years of its incorporation. These industries should strive hard for the success. Last but most important give me a nice job if you can.

Savings in the LIC policies,ULIP etc. should be delinked from the above and the contributions should quality for 100 % deductions from the taxable salary. Tax slabs to be revised so as to have maximum coverage but at a lesser rate of taxation. The refund order from the income tax authorities is invariably delayed, leading to frustration among those who are expecting the refund intime. Some modification should be brought in the current system. AUTOMOBILES: It is observed that the heavy vehicles are invariably parked in the public premises, leaving little space for the other users of the road. A uniform policy for taxing such private heavy vehicles for the unauthorised usage and blocking the public space should be considered in addition to the existing taxation rates to prevent unauthorised blockage of the public space.

We have only 1% of people in this country paying taxes! The defaulters should be dealt stringently with instead of increasing taxes on the law abiding people who pay taxes. It is like punishing people for abiding the law. Thanks for hearing me out. Sincerely Subramanian

This encourages them to purchases goods without MODVAT. In the case of chemical supplies, it forces suppliers to resort to selling goods without paying excise. Hence, such industries should be allowed MODVAT credit by bringing them under the purview of MODVAT and the increase in price of edible oil to the end consumer can be offset by reducing the sales tax.

Suggestions:Dear Mr Sinha, You'd agree with me that Information Technology Sector is a major contributor to the foreign exchange earnings and a significant contributor to the GDP of the country. The persons employed in this sector are putting their heart and soul for retaining India's position as a fabvoured IT Vendor across the world. Hence they need to be encouraged and motivated. With this view, I request you to include in the upcoming budget, the following for the IT Sector employees: 1. The minimum taxable income limit to be raised to Rs 2 Lakhs. 2. Standard Deduction to be Rs 50,000/- irrespective of the income bracket. 3. The savings limit for tax benefit to be raised to Rs 5 Lakh against Rs 60,000 (or Rs 80,000) as these savings again contribute in the national infrastructure building. 4. Savings in terms of Fixed Deposits also to be included in the tax exempted savings ( same logic as the point above). 5. A Technology Development Fund to be set up for development and mass implementation of electronic hardware/ infrastructure technology. Contribution to this fund to be totaly exempted from income tax. I hope you'd consider my suggestions favourably and pave the way for more indirect contribution towards nation building from IT Sector employees. Thanks & Regards. Harminder S. Dua

Sanction for more power generating units based on non-fossil fuels. 3. Privatise the departments which need not much govt. control. Examples of these are animal husbandry, food (keeping only ration for poor), power, water, communication. 4. Allott bonus for teachers of govt. schools based on the performance of students of that particular branch in X and XII exams. 5. Create a social security type of identification for each citizen. Link all important personal documents like PAN card, passport, driving license, voter's identification, bank accounts, ration card, etc. to it. This will help the govt. in innumerable manners. 6. Last but not the least, invest in infrastructure as if nothing was done for it earlier. It'll help investment, bring down costs, improve employment opportunities, the gains are simply immense. This is the investment with highest returns for the Indian nation. There are many other nations in this regard, friend/foes, whom we can take as model.
