Instead of paying money in cash 12% interest bonds could be issued for a new VRS scheme accepting employees.The salaries of class I employees have increased manifold after pay commission.There is need for reducing the vacancies of class I posts. The class I officers sabotage any cut in vacancy of their cadre. The Govt.departments are having an inverted pyramid structure today. Where there was one class I officer today 5 officers are functioning simply because the promotion for class I officers are time bound. Vacancies in lower levels are surrendered to show economy in expenditure but higher level posts are never surrendered.The honourable finance minister should do something to reverse the trend otherwise this trend will have a demoralising effect on lower level cadre.All surcharges should be abolished to simplify the tax structure.There is scope for abolishing a number of Central Govt.departments.States should be given incentive for reducing non plan expenditure.The excise and custom duties may be divided into 4 slabs of 5,10,15 and 20%.Multinational companies and other corporates could be encouraged to cut advertisement expenditure and spend money thus saved in developing infrastructure such as road etc.The publicity could be given by Doordarshan free of cost to corporates doing good work on water drainage and infrastructure development.The revenue loss of Doordarshan may be made good by Govt.through grants.Unproductive expenditure on advertisement thus could be curtailed.Thanking you,

Suggestions:The highest tax slab of 30% starts at Rs.1.50L. It was 1.2L in 95-96, 1.0L in 89-90. after 12 years the highest slab should start from Rs.4-5 L. The rates should be Rs.0.50L to 1.50L-10%, 1.50L to 4.0L-20%, >4.0L 30%. Surcharge should be abolished on individual as it was imposed purely as temporary measur and has continued for 2 years.This will automatically improve collection as people hiding income will show upto Rs.4.0 L income. Strict compliance of rthe law should be enforced. There should be no need to submit return for Salaried tax payers upto Rs.1.5L taxable income to reduce unnecessary paperwork in the department which should concentrate on high networth individuals.

Suggestions:Mr. Sinha, As an NRI I would like you to take serious steps which would encourage NRI investment in infrastructure development projects in India. If we can have better roads, water for everyone and enough power India would prosper a lot. Also urgent steps need to be taken to eliminate corruption. Like in the US the government should withhold tax and put the responsibility of claiming refunds on the individuals. Suggestions:1.I would request that the savings under Sec 88 of the ITax Act be increased to Rs. 1,20,000 plus Rs.20,000 for infrastructure projects. The current limits of Rs.60,000/- is too less. With the increase in these limits, the savings rate will go up for the country while giving greater tax relief to individuals. 2. I would request that both the surcharges to the tax amount be withdrawn. 3. The interest on housing loans be increased under section 24 of the ITax act.

Suggestions:Sir, I am very proud of what you have been doing for our Country so far. You have given the country good budgets in the past and hopefully you will give us a good budgte this time as well. The sole motto should be to encourage both domestic and foreign investments and speedy privatisation. India should become globally competitive. People here in the US have very high regards for the technological prowess of us, Indians. We must lay a great emphasis on improving infrastruture like roads,railways,airways,power, etc...We should have a good and high bandwidth and IT backbone and should make PCs less pricy so that common people can afford it. Access to teh internet should become easier and the govt. should remove all kinds of red tapism which comes in the way of progress. Remove or atleast reduce subsidies. make the lokpal bill a reality. I strongly vote for a fixed term for any position. Also, increase the salaries of the politicians. We should strive to achieve what China has achieved. We must lay strong emphasis on core manufacturing and throw open the automibile sector. I am absolutely bewildered to know that a Toyota camry costs 50 grand USD in India whereas here it costs 18 grands. Please pay attention to upgrading the law enforcers. They cannot match an AK-47 with batton sticks. Improve the patrolling capabilites of the cops. Emphasis onn education and more schools should be made. Invite private sector participation in education. Technology has already started improving the rural Indiaand it should do more. That's it....We are all very proud of you and looking forward to a great, good, higly investor friendly budget.

Suggestions:Mr FM There are so many areas where India can save money and It is pitty that No FM has taken serious action on this. To give few are cut all expenses on security of old PM's and above those Gnadhi's who are having fun on Indian tax Payer's money. Also make tax code simpler and easier so that there is no confusion left among illeterates. Also it is pity that only service classes pay taxes in India whereas all other professions Farmers, Business tycoons, Lawyers, Doctors can have fun by bypassing taxes. I think it is high time for India to take some good thing from US as far as Taxing Citizens is concerned. In US every body pays taxes. Rather there is no choice left. So instead copying USA for MTV's and other nonsense it will be good if we take close look at US's tax code and may be change it as per our need and implement in India. If you have a will then you can do it, which anyway not many politicians have these days. One disappointed Indian who has no Hopes from Indian Politicians for Country's Future.

Suggestions:There should be flat Vendor Permit fee for all the small vendors,shops etc. e.g. Paan Shops, Choley/Puri,sidewalk hawkers and vendors etc. This should be in form of monthly/quartely/yearly basis eg. Rupees 10 per month licence fee as permit from the Municipality of the District they are operating in. This money will help the Municipality, thus making them less dependent on the Tax money from State or Center Tax Pool. This Vendor permit fee should be frozen for five years so that the outcry of future raise of the fee cannot be made as an issue by the vendors. This is very reasonable and they make enough money to pay Rs.10.00 as Vendor Permit. This will help in lots of Municipal projects of the District. As we know Millions of Indians are NOT paying any taxes,sales Taxes or Business Permit fee which is resulting in loss of revenue in millions of rupees. Since every person uses the facilities of the city why should NOT every Indian be made responsible for the responsibility. Thank You

Firstly, a cursory look at the NSS estimates of consumption expenditure contained in 55th round makes it clear that the urban and rural unemployment has risen so much in the nineties though we have implemented economic reforms in true spirit. Therefore, my humble submission is that please take care of rural sector by allocating more funds and designing employment generation activities such as developing agricultural infrastructure etc. Secondly, thanks for controlling the fiscal deficit. Yashwant Sinha, Kindly include the pharmaceutical products & Organic Chemicals under Rule 57 AD of (CENVAT) Central Excise Rules, 1944 as it is practically very difficult to maintain separate inventory considering the process carried out by such industry. Proportionate reversal of Cenvat credit would be more convenient as it is not economical convenient as well as they will have to maintain statutory records as per Drugs & Cosmetic Act and solvents and other excepients can not e stored separately for the sake of compliance of Rule 57AD or to forgo cenvat credit. Kindly include these two commodity under Rule 57AD in line with the other products such as tyres and b & w tv. Kindly look at the practical difficulties and help our industry to comply perfectly in the subject matter. Suggestions:Dear FM, The salaried class remains panicky every year before presentation of the budget with the apprehension of a tax hike and hike in prices of essential commodities.But all the successive budgets systematically over look the agonies of this salaried middle class in their desperate search for realising more tax and containing fiscal deficit.. But alas, same doesn't apply to the business men,traders and even millions of small dukandars..Virtually all of them go away with paying little or no tax...And the salaried class becomes the sacrificial lamb all the time.Why so? Why can't you devise proper method of collecting taxes from them? I would suggest 1.A total revamp in the structure of IT dept.,making it more focussed and result oriented and accountable to you and the public. 2.A long but sustained efforts of getting every body including smallest shopkeepers into IT roll book. 3.Some how merging various tax collection entities into a single window which makes tax collectionn easier and smoother. 4.Introduction of severe punsishment for tax defaulters,Loan defaulters,political patronage not withstanding(The figure for nationalised banks are alarming) 5.Total implementation of IT in all these dept. to do away with all kind of paper works, to the extend that the Tax histories of Individuals and entities be kept in CDs instead ofkeeping them in those antinque files and letting to gather dust. Suggestions:Sir, Petroleum wastage at Octroi posts. 1.All companies to submit Octroi register, like RG 23 -part1. 2. Oct. staff shall audit on similar lines to excise. 3. Penalties to be stringent. 4.Collect octroi per month basis to maintain cashflow to corp, muncipalities etc. 5.Collect deposits towards octroi as advance equal to weighted average of last 3 months. These measures shall reduce petroleum bill considerably, since traffic will be smoothened. Also delays will be avoided.

Suggestions:Dear Shri Yashwant Sinha, There must be allocation of funds for environmental purity and anti-pollution measures. I'd appreciate if you can initiate some programmes in collaboration with the suitable ministries & departments. It should also include provision for cleaning up rivers/streams which are polluted with toxic chemicals & substances. Maybe an allocation similar to the Infrastructure Allocation proposed by Shri Chidambaram, a few years ago could be a good start. I wish a consensus is build up on these lines and quick action is initiated. I am sure everyone wants a Clean India as much as a Free India. The thing what I wanted to Point out was that Tourism is one area where we can earn a lot of revenue for the country. THis is one area where you can focus on. Tourism in the long run can become a money spinner for India. As I can see, India is not the primary tourist destination for most of the European & American Countries. You may be well aware that the Europeans & Americans spend a lot of money on travelling and if we can funnel even a part of this money, it will help India a lot. What we need to do is promote a few of the tourist places (not all) to start with. Make these places conducive for tourism (stay, security, etc) Once that is done, promote Tourism extensively in these countries. I hope you can do something about this. In India, playing the role of a finance minister is a really tricky affair since you have to really walk a fine line when it comes time to making hard decisions. Decisions which will hit the common man hard by way of higher cost of living etc but in the long term these steps will pay off. Not all human beings are given this gift of really looking into the future & envisioning where this great country of ours should be in the next 5-10-20 years. It is very difficult to appease everyone especially when we have a coalation government but hard decisions have to be taken if you want to have a better quality of life in the future. I must say that you play a very important role in shaping the economic future of India & alongwith the support of great visionaries like the Hon. Prime Minister Vajpayeeji we shall achieve our goals. Just today I read about the temple issue being raked up again & some statements from a senior VHP leader that "There could be mid-term elections if secularists (the Bharatiya Janata Party's allies) withdraw support to the National Democratic Alliance Government on the Ram temple issue. Under the circumstances, if the government has to fall on the issue, so be it,". It really pained me to read it since in this electronic age, it is still personal goals/ego that still matters & the good of the country has no meaning. I hope that these statements made by VHP turn out to be false & that the government continues till it's full term & beyond. I wish you all luck with the faith that we shall win in the end. Suggestions:Respected Sir It is nice to see the different reforms that are being brought in india, especially regarding the improvement of the financial status in india. But the concern is the corruption that is rampant in the current system and the amount it affects a common citizen of india. it is really pathetic that to get even the smallest administrative work done we land up paying one or another person in the administrative system just to get a work done by him/her . until and unless this is rectified we wonder whether the reforms will really pay its result. In a way u cannot blame them ,especially if you go to one of the administrative offices their work environment is so bad that it is more like a junk yard. Secondly, we have a law and order controlling body (i.e Police) who have a very sorry infrastructure and who do not have a suitable level of resources and infrastructure (especially the lower cadre, which in turn results in something called as corrupt cops), it is more like they are present only as an ornament and do not have the necessary authority or facility or motivation to implement for what they are supposed to do. and of course the way that every other rich guy (or a politiciam) or a rich guys (or a politicians) kid winds up getting away with his mistake either by paying the administration or by using his/her "CONTACTS" I really wonder that even if a good cop is present , whether he will be allowed to do his duty Until and unless this is fixed I do not see any interesting future for india. Like wise Nee Uear Sal isa big commercial event so a month of promotions go on it tax and benifit from all extravagent spending, it is not a poor mas's event any way. To some extent Diwali alos, but traditional items can be spared all high end stores can be taxed here as in other areas poor people must not be affected. PLEASE PREATE A FUND AND INCENTIVE FOR GOOD WORK which can beat curruption. Liek tatkal scheme for P&T and Railways all activites of Govt can have such a scheme where if a person pays higher he can get it faster. a middle range and a normal course range. With the workers [staff getting more incentive for normal and less for the higher ones [faster applications] They must expalin why they prefered to take the 3 levels monthly. People with competence will take normal course, greedy ones may take the faster course -both sides. In the long run all works can come in normal route and curruption reduced in fot eliminated. All members of a family of a currupt famil must be denied - education in inexpenise schools, admission in good coleges, jobs, elevations etc. as a deterent. Family members who expose the parent or sibling must be rewared with jobs and cash incentives so as to keep family itself as social political unit. Unemployed yuth can be given free trainig camps for idetifying curruption ends and be rewareded with jobs or loans for their projects etc.

We have edge over them in terms of having large number of english speaking IT s/w professionals. But we have a major problem with us too. Those countries have upperhand in the area of Infrastructure. Suggestions:I think Agriculture and Infrastructure need good amount of attention. Proper distribution of funds is another area where concrete steps are required, which I think the cabinet and you have already recognised. Please do proceed in the same direction. It is essential the money allotted for infrastructure and poverty alleviation reaches the right people at the right time. Agriculture should not be ignored. At the same time, unnecessary subsidies which are exploited by large scale farmers need to be explored and reduced or totally eliminated.

Suggestions:Retirement Age of all government employees to be reverted to 58 years. The terminal dues to such employees to be paid in the shape of Security instruments issued by RESERVE BANK OF INDIA to over come the immediate cash flow. To make this mode of payment acceptable the intrest accrued on it to be totally exempted from tax or special provision to be made in the tax laws to limit such exemptions till maturity period and taxable at the rate prevailing on the date of withdrawl allowing allowance in the normal way. Leave travel concession to be limited to only once in four years instead of once in two years. No commutation of pension to be allowed.
