I guess you must be ready with the budget for the coming year by now.
But, firstly, I should congratulate you and Mr Atal for having the guts to
take bold initiatives.
Apart from all the changes in labour laws and dismantling the "Licence Raj",
we need to give a boost to the internet economy at the earliest.
For this to happen, local calls upto a radius of 10 km need to be made
free with immediete effect. Unless this is done, comman man in India is
never going to be able to utilise the amazing power of the internet.
Charging toll charges for local calls is killing the groth of the Internet
in its infancy apart from paying for the INEFFICIENCY of the DOT.

I work for a reputed Indian IT company in US. I have a option taking some part of my salary in India. but since i am taxxed on it at a higher percentage i take it here in US.
Is it not possible to have a lower tax rate for the Indian salary component for people who are not in India but drawing salary in India.
Point2 . I want to build a house for my parents and myself in India. But i have heard that i can not avail the tax benift if i am not working/staying in the city wher the hosue is being built. it is impossible for me to avail this benefit. are you going to have any insentives for people like me.

1. Introduce some measure to collect income tax from every earning persons. We need to come up with some kind of ID Number (like Social Security No. here in States). Encourage people to collect sale tax and come up with a proposal to clean that so less cheating on system.
2. Cut goverment employee size .. encourage private sector.
3. India should make real progress in internet. In this bugdet please have a plan that by 2010 every citizen should connected with internet.
4. Work on idea to encourage all NRI to invest on Stocks (NOT ONLY NRI-deposit). NRI are investing on NYSE very well here.

I am an NRI with limited resources (not a multi-millionaire) but have a net worth of 100,000 dollars (say). A vast majority of NRIs fall in this category. It is very hard for people like us to do the following:
- Invest in Indian stock market directly (without complicated forms to fill). How about an exemption for upto 100,000 dollars per person?
- It is hard to send money to India. All PSU banks are ridiculously mismanaged on this front.
- Full Convertibility is the need of the hour.
- BTW, the latest VSNL results prove that India should unilterally reduce the amount it charges for incoming calls and make it at par with China/Singapore.

I have been working in the US on H1
visa for some time now. It seems that
the US government's most profitable division
is INS. These guys provide H1 visa and charge
a fees of $1000 for that. Well a lot of Indians
come to the US on H1 visa. Why can't India impose
a fee of $200 on the airport to any person who is
starting his trip for the first time on H1 visa.
Well the individual/sponsoring company should be easily
able to absorb this cost and according to my
estimate
100,000 x200 = $20 million = 900 crores
can be easily generated every year.
Well when there is enormous demand for Indian
professionals why should not our country also
take advantage to this.
This can be easily extended to anyone who has a
long term visa and is leaving the
country for the first time.
Beleive me no one will make any noise
about this.
Just have a thought on this one.

I am a Software Engineer,working in a leading IT firm in India.
Would like to address few things.
1. In our country, only the salaried people are paying income tax, Business people, Industrialist, Politicians, film stars and sports stars are not paying tax for their real income. And many of them take a huge volume of loan from Nationalised bank but many of those don't even repay the loan. So, frankly speaking I feel paying tax is not worth.
2. What is your plan to cut the increasing expenses for the politicians in power?
3. It is good to see the development among the urban area. But do you care about the people who does not even used phones, many are not even know if it is telephone. I feel allocate the fund for their development is not enough, you have to monitor how many percentage of that is reaching for the purpose you allocate.
3. I have a feeling that, there is no leader in our country who really cares about Farmers in India?
5. When you compare the infrastructure with many countries, ours is poor. This is because of as I have mentioned in point one, tax is not collected from everyone who supposed to pay, state Govts. not utilising the fund properly. What is your plan for that?

Suggestions:0. Concentrate on preserving what we already have than trying to get outside help for increasing our wealth.
1. Indian market and talent are well sought after commodities. When you invite MNC's don't promise concessions without assuring concessions from them. Their mere presence in India is an added burden on the tax payer and far from Midas's touch.
2. Liberalization = Give & Take relationship. Guard against Enron DPC like situation, where the Indian govt. (aka tax payer) has given mindboggling concessions to the MNC, but the MNC doesn't promise to provide power at the original estimated rate of Rs2.03 per kWh but instead at Rs.5.29. Now we are have bound ourselves by our promises to them, but they have not made any promises to us. They can't hope for this even in US.
3. Investment in forests = water resources conservation + reduced national medical bill + added organic agricultural yields. We have 19% land under forests, 45% under agriculture, we still have plenty of barren and scrub land in most of the states.

It is the ONLY way to address our many and complex problems...the benefits of the painfully slow process of privatization have not reached the poor and will not reach them for a very long time. The only hope is to educate and empower them to take advantage of the growing IT industry and spur entrepreneurship and draw investment. Furthermore, over time this will reduce social welfare expenditures and corruption (an educated country is a more morally responsible country and one in less need of corrupt means). The benefits are endless and too long to list here. I sincerely hope you will give some consideration to dramatically increasing government investment in primary and secondary education. If for no other reason then to respect our constitution...we have done a pitiful job thus far, you can change that Sir.

Kindly increase the budget for education to atleast 2 % of the GDP and at the least 3 % of GDP to health. These i think would be the bare minimum we should invest to help the 40% below poverty line and practically speaking 60% who is below the decent living standards.

The FM should make a compulsory levy of say Rs.1000 for everyone of these assessees as IT . If they file regular return they can show this payment and take credit for the same like TDS. Every time while budget comes, each and every one is expecting some benefits. At that same time not bothering about the wealth of the country. Of course saying this is very easy then doing. Why this happened, there is no difference between the person who is also thinking about nation wealth and unlawful person. Government says, we are care about the poor people and poorest people. So we are putting additional tax burden on rich people. This may be useful at the maximum to attract vote banks (that also not true as per my belief). But it never helps to encourage the people who really work hard and give a big money as tax. It ends up with cheating government and grows block money or pay tax legally and become join with poor community. Block money really has huge chain reaction, to keep that money, lot of illegal activity continues, which finally destroy the nation in so many ways. Capitalism not recommend this, who work well and hard let them enjoy the benefit, and who does not like to work, then let them face the result. This is increasing day by day, because there is no difference between legal tax payer and who cheating and avoid tax pay by escaping intelligent way. Why? What benefit government gives to legally tax paying citizen. If you are saying that government gives great infrastructure, school, medical facilities, and etc. Yes it is true, but there is no difference between citizen. So good citizen get nothing.
Raising any issue is very easy, that is most of the politicians are doing, but providing right solution is very difficult. I do suggest a way here to encourage the legally tax paying citizen.
SUGGESTION:
1. Instead of reducing the income tax for individual or family, deduct certain percentage for his social security from the tax. For example, 30 % tax means, ( 5% for social security + 25 % actual tax). This social security can be used after his/her retirement benefit. To boost and encourage this, government may contribute certain percentage.
2. Take strong action against cheating elements.
Implementing this suggestion will be advantage in several ways, among them
1. Encourage tax payers, who pays more tax he will get more benefit and vise versa.
2. Differentiating tax payer and non tax payer.
3. Providing a security on their elder days.
4. Keeping this money for other development and so many other ways

I am in the USA for past one year and always
wonder what makes this country so very different from my motherland.
I feel in past few years India has made enough progress and we need to maintain the pace if not
enhance the pace. My suggestion would be to focus in following direction,
1. Basic Education and Health Care
2. Infrastructure
3. Opening up Economy to next level
4. Enlarge the Tax base by heavy penalty for tax evasion and stringent rule
to collect tax from Business Enterprises, Private Medical Practitioner etc.
I guess only Middle class salaried people are the only default individual tax payers.
This measure would increase the Government revenue tremendously.
5. I would also like to see some government effort to boost export.
Today when I go to any shopping mall in USA, I find products primarily made in China, Phillipines, Thailand, Korea even Pakistan, Bangladesh and Srilanka but hardly Indian products.
I guess we have lots of opportunity here if our sanctions are lifted(Hope Collin Powel is going to do that)
We need to do an exhaustive QA on export goods as our images get tarnished by QA mainly.
I know Government supervision and opening up economy is contradicting but I guess it's needed for a
growing economy particularly for some parties who want to make quick money without realizing the long term prospect.
I am not an economist but these are my heartfelt suggestions which definitely would make my country prosper.

For years we in textile industry have worked in protected economy,our weaving & processing industry is just not competetive. I would request you to scrap customs on used textile machinery & give it a last chance to somewhat modernise .
You see once you scrap customs on machinery, excise will automatically increase. Since there is no good domestic manufacturer of shuttelless weaving looms & specility textile processing machinery, there will be no "swedishi manufacturer will be at loosing end".

You are fighting
"structured poverty". Which means that who needs food, can not buy and who has money

Every time while budget comes, each and every one is expecting some benefits. At that same time not bothering about the wealth of the country. Of course saying this is very easy then doing. Why this happened, there is no difference between the person who is also thinking about nation wealth and unlawful person. Government says, we are care about the poor people and poorest people. So we are putting additional tax burden on rich people. This may be useful at the maximum to attract vote banks (that also not true as per my belief). But it never helps to encourage the people who really work hard and give a big money as tax. It ends up with cheating government and grows block money or pay tax legally and become join with poor community. Block money really has huge chain of illegal activities, to keep that money lot of illegal activity continues in different way, which finally destroy the nation in so many ways. Block is increasing day by day, because there is no difference between legal tax payer and who cheating the government to avoid tax pay by using thousand intelligent way. Why? There is a big question arise from most of them. What benefit government gives to legally tax paying citizens. If you are saying that government gives great infrastructure, school, medical facilities, and etc. Yes it is true, but there is no difference between any citizens. So respectable citizen get nothing. Capitalism does not recommend this concept, it supports who works well and hard let them enjoy the benefit and who does not like to work, then let them face the result.
Raising any issue is very easy, that is most of the politicians are doing now a days, but no one providing right solution, because it is very difficult. I do suggest a way here to encourage the legally tax paying citizen for the purpose of robust India.
SUGGESTION:
1. Instead of reducing the income tax for individual or family, deduct certain percentage for his social security from the tax. For example, 30 % tax means, ( 5% for social security + 25 % actual tax). This social security can be used after his/her retirement benefit. To boost and encourage this, government may contribute certain percentage.
2. Take strong action against cheating elements.
3. Every cash transaction should be legal in each level (have to reduce the cash transaction and insist to use checks. Credit card also a best way to keep track the expenses, so government should encourage this activities)
4.
Implementing this suggestion will be advantage in several ways, among them
1. Encourage tax payers, who pays more tax he will get more benefit and vise versa.
2. Differentiating tax payer and non tax payer.
3. Providing a security on their elder days.
4. Keeping this money for other development and so many other ways
5. Encouraging expending capability
6. All the commercial shops should be register not exclusion for any business
7. Each sales should be recorded and each customer should get receipt

Suggestions:1. The limit of savings allowed for rebate for salried class under section 88 of IT must beincreased to Rs. 1 lac from the existing Rs 60,000/- in a year. This is excluding the Rs 20,000/- allowed in the infrsstructure bonds.

3)As past utterances on privatisation and down sizing of govt. continue to be nothing more than empty promises, we don't want to hear any thing more from him on this, but would like to see concrete action and not a further set of empty promises.
4)Grant a 15 year tax holiday for all infrastructure investments,provided, he is serious on infrastructure development
5)Drastic measures against Ministries that exceed their limits on expenditure
6)Remove all taxes, duties, surcharges, imposts or any other burden imposed on the common man during and after the Kargill crisis. Kargill is now history and these imposts have no reason to exist.
7)Impose restrictions on the use and purchase of vehicles and cell phones by Govt. officials.
8)Speed up use of computers, internet and email so that communications is much faster and cheaper. The need for travel by bureaucrats will get reduced and Govts. travel expenditure will go down.
9)Increase outlay for education, both at the school as well as university level so that the future citizens of this country are an educated lot and not an illiterate lot.
10)Help is to be extende to farmers on account of the vagaries of weather like droughts and floods and the fast changing scenario on account of WTO committments.

Liquor and Tobacco manufacturers have been the gainers in the budgets
so far. The losers are the end users of these products, because they lose
health, money, vigour and efficiency. The other losers are the rest of the
common folks, because they end up paying heavy direct and indirect taxes
to compensate for the taxes not increased to required levels in these two
giant categories. Something has to be done on this in this budget.

Suggestions:how the finance minister can put an end to all corruption in the country?
Ans: A simple law prohiding the use of cash money for any transaction over Rs.100, as well as prohibition of any individual carrying total cash on him over Rs. 1000 /- put put a straight end to all black money in the country, and thus an end to corruption.
This will also get increase the use of credit card and banking services in the country giving more employment.
Moreover, being a finance bill, it does not have to go to the Rajya SAbha, and can be approved in the Lok Sabha itself.

I want to share my thoughts about the Indian Postal Service. Though it is one of the best Postal departments in the world, it lacks the punch like that of the United States Postal services (USPS). USPS is the largest GOvernment undertaking in the US and it generates one of the best profits every year. It is run with great autonomy.
Why can't the Indian government give autonomy to the Indian Postal department and turn it around to make it the best postal departments in the world. It has the strength to be so.
I beleive that given autonomy, the Indian postal services can come through its sluggish performances.

There is an urgent need to restructure the tax limits so that salaried class may get some relief. We have been under constant pressure by paying all sorts of taxes and the take home pay is slashing down like any thing and we are at hand to mouth to meet our minimum requirements. Add to that electricity bills and now the phone rentals and what not, every price is going up and up but not the salary to supplement. 1.Last year saw many notifications slipped in after the budget day in the area of Central Excise. Many of these effected SSI. It is suggested that let there be a fixed date/dates on which amendments are notified so that one can watch out for changes on those dates. The departmental people normally do not inform and only take advantage of any lapses due to mid year changes which might/normally escape a small industry owner who after the budget gets down to the nitty gritty of his/her business.
2. In my opinion and experiance the most misused and trouble-some piece of paper in interstate transaction is the C- form.
- it is normally never given by the customer on time.
- the companies go sick or close down resulting in the seller having to make up the difference in tax during assesments which are held a few years later as a rule.
- Probably a very small percentage of business is conducted at full %.The expense involved in administering might be higher than the differential tax generated.
It is suggested that C form be scapped and that selling or buying to inter-state registered dealers to be at a fixed % of tax.

I would request you, Sir, to look into the interests of the student masses, who

Foreign and domestic TV private channels are indulging in telecasting number
of anti Indian cultural programmes, completely devoid of educative elements.
Such channels should be heavily taxed. Similarly movies, having same ingredients,

Suggestions:Couple of years back, VDIS was the scheme that was launched to disclose the unaccounted money and pay the tax. Similar scheme to be launched for the Corrupt persons (including politicians) to disclose the wealth and give some amount to govt (say 30%)and make financial year 2002 as a corruption free year. This will not only generate revenue but also will decrease the deficit of the country. I know it is going to be difficult task, but not impossible. We can give a try for making financial year 2002 as a corruption free year.

Suggestions:1)It's high time tax slabs are restructured i.e., Increase 10% slab from existing (Rs.50000 - 60000) to (Rs.50000-100000) , 20% slab from(Rs.60000 - 150000) to (Rs.100000 - 250000) and 30% slab above Rs.250000/.By doing this small allowances can be done away with and taxed except HRA,Medical,Conveyanceand Eucation.Children Education allowance may be increased to atleast Rs.10000/year.
By doing this FM will be a saviour for sincere taxpaying salaried and middle class people.
2)Increase tax saving limit from Rs80000 to 100000.Increase the limit for ELSS from Rs.10000 to atleast Rs.20000
3)Remove Sugar from PDS as it does not help even poorer sections significantly and removes lot of admin hassles from civil supplies department.
4)Tighten the tax net by bringing in all non tax paying people (with nominal rates)like kirana merchants,telephone/Internet Kiosk operators etc.,

It is a privilege to send you my suggestions through this forum.
I shall be grateful if you could kindly rationalise Basic Import Duties on Raw Materials, Intermediate Goods & Finished Goods during this Budget Exercise.
For example, Indian Electrical Industry is currently facing an anomalous situation in which its major inputs Copper Rods/Cathodes bear a Basic Import Duty burden of 35% ad valorem whereas most of the Industry’s products (eg. Machine Tools, Transformers, Generators, Static & Rotary Converters, Motors etc) attract only 25% Basic Import Duty.
There shall not be any significant impact on Govt. Revenue by the reduction of Import Duty on Copper Cathodes/Rods as imports thereof have tapered off sharply in recent times & even these small quantities are generally restricted to the various Duty-Free Export Promotion schemes.
In order to compete vigorously under the W.T.O. System of which India is a constituent & so as to perform honourably versus environments like China (of which much has been appearing in the press in recent times), the strong manufacturing countries in South East Asia, & even some SAARC countries like Nepal & Sri Lanka who levy import tariffs at rates much lower than India’s, Indian Industry must kindly be provided its inputs at international prices in order that it not lose its industrial competitiveness. Hence, Indian Customs Duties on industrial inputs, which are relatively very high as on today, need to be brought down as soon as possible to the levels prevailing in these abovementioned environments.
As on today, Input Costs can account for anywhere upto around 80% or so of the total cost of a large proportion of electrical items & hence unless Indian Customs Duties are rationalised/brought down as abovestated, even efficient Indian Electrical Industry will be poorly placed to survive the next few years, leading consequently to negative effects on employment, Govt.Revenue etc.
