Canadian Minister for Foreign Affairs John Manley on Tuesday spoke to Union External Affairs Minister Jaswant Singh, and Pakistan Foreign Minister Abdul Sattar, and deplored the suicide bombing of the Jammu and Kashmir Assembly in Srinagar, which claimed 35 lives.
"Canada deplores this appalling act of terrorism and calls for restraint from all parties in the aftermath of this terrible tragedy," he said in a statement after his conversations with the two ministers.
He offered his 'deepest sympathy to the victims and their families in this difficult time'.
While talking to Singh and Sattar, Manley made it clear that perpetrators should be identified and brought to justice as quickly as possible.
In his first conversation with Sattar, Manley made it very clear that the violence must be stopped.
His spokesman Sanjeev Chowdhury said Manley had suggested to both the ministers the need to keep the situation under control, and encouraged Sattar to speak to Jaswant Singh regarding this tragedy.
He subsequently told Singh that he was extremely concerned by the attack in Kashmir, said Chowdhury.
Manley, according to his spokesman, wanted a universal condemnation of this tragedy in Srinagar.
Singh responded by pointing out that India has been deeply wounded and was losing its patience with the situation, Chowdhury said.
According to the official statement, Manley noticed that Monday's attack was further evidence that the international community needed to enhance security cooperation in order to put an end to terrorist activities.
Manley, who has now been named by Prime Minister Jean Chretien as head of the cabinet sub-committee on terrorism, underscored that Canada was undertaking a number of measures both domestically and internationally to put an end to terrorist activities in the world.
He told Singh that any resolution of the problem in Kashmir should be through dialogue and negotiations, and not through violence and suggested that all countries must increase their efforts to stop terrorism.
